Gathering Momentum …

Given the upheavals in the international landscape, it would be wrong not to see how Europe is ramping up its efforts too.

Germany, France and Poland, now joined by the United Kingdom, have spectacularly regained their grip on the Ukrainian issue. The trip by their heads of state and government to Kyiv and the ultimatum issued to Russia are proof that there will be no peace in Ukraine without their agreement.

In solidarity with the country under attack, they have the means to support it and do not intend to accept any shameful bargaining that would be to its detriment.

They have also rejected several American diktats, which are far too far removed from reality and their own concerns and have continued to sanction the aggressor with 17 rounds of severe measures.

Indeed, the major European powers have understood that their future is at stake in the war that Putin has declared on them, which is already taking the shape of blatant disinformation, aggressive espionage and even terrorist attacks.

This diplomatic activism has led to the rearmament of the continent. The agreement between governments revives the rapprochement and unity of European states, which alone can defeat Russian revisionism and expansionism.

At the same time, the EU institutions are implementing this resolve by rolling out measures to strengthen the EU's autonomy, diversify and protect its supplies, regulate digital markets and networks, and launch programmes for independence in strategic resources.

The progress made in just a few years is undeniable and unparalleled: after the joint fight against Covid, the European Defence Fund, joint purchases of military equipment, aid to Ukraine exceeding that of the United States, including in terms of armaments, the acceleration of an investment agenda in strategic areas, the securing of supplies, etc.

It is therefore of little use to dwell on the statements of an American president who is more interested in trade than in diplomacy, and who makes far too many declarations to be taken seriously. On the other hand, the acceleration of European integration, now anchored in the common security interests of European nations, is reviving a very Schuman dynamic.

.... ‘through concrete achievements which first create a de facto solidarity’  Schuman Declaration of 9 May 1950.

It has already changed international relations, not only for economic actors, but also for nations that intend to remain independent. Yes, Europe is gaining momentum.

This is one of the findings of the 2025 edition of the Schuman Report on Europe: The State of the Union, published by Editions Hémisphères on 3 June (296 pages, £22). Available in digital format.
