Why is Angela Merkel reticent about making a greater effort towards recovery?

The recovery plan presented the day before yesterday by the European commission mainly lays emphasis on the budgetary contribution made by the States. In particular Germany has been asked to take greater part in this co-ordinated effort. Chancellor Angela Merkel has ignored this call on the German budget which has become a national source of debate.
